Ar-Raqib is one of the Names of Allah. It is in the emphatic form "Fa'il" and means the Watchful One, who is fully aware of what is hidden within hearts and is vigilant over every soul regarding what it has earned.

Al-Qayyum (The Names of Allah)

Al-Qayyum: One of Allah’s Beautiful Names, Al-Qayyum signifies “The Self-Sustaining, Eternal One,” embodying His absolute continuity in action and attributes, as well as His vigilant oversight over all beings and their deeds. This name points to the perfect independence and completeness of Allah’s power, His governance, and His unceasing care over creation.  

In the Qur’an

The name Ar-Raqib appears three times:

  1. “O mankind, fear your Lord, who created you from a single soul and created from it its mate and dispersed from both of them many men and women. And fear Allah, through whom you ask one another, and the wombs. Verily Allah is ever an Observer over you” — (Surah An-Nisa, 4:1)
  2. “I did not say to them except what You commanded me — to worship Allah, my Lord and your Lord. And I was a witness over them as long as I was among them; but when You took me up, You were the Observer over them, and You are, over all things, Witness” — (Surah Al-Ma’idah, 5:117)
  3. “It is not lawful for you, [O Muhammad], to take [other] women after this, nor to exchange them for [other] wives, even if their beauty were to please you, except what your right hand possesses. And ever is Allah, over all things, an Observer” — (Surah Al-Ahzab, 33:52)

Scholars’ Explanations

  • Al-Halimi: Ar-Raqib is the one who does not overlook what He has created, ensuring nothing is diminished or altered due to neglect.
  • As-Sa’di: Ar-Raqib observes what lies within hearts and oversees every soul according to its deeds, managing creation with precision and wisdom.
  • Ibn al-Hassar: He watches over the observed’s conditions, preserving them in entirety and detail.
  • Abu Ishaq az-Zajjaj: Ar-Raqib is the Guardian who never neglects what He safeguards.
  • At-Tabari: In the verse “And Allah is Ever an Observer over all things” (Surah Al-Ahzab, 33:52), it means Allah watches over everything — what He has permitted, prohibited, and all matters, retaining knowledge of everything.
  • Ibn Manzur in Lisan al-Arab: Ar-Raqib is among Allah’s names, meaning the Guardian who is never absent from anything.
  • Al-Alusi: He is observant of hearts and aware of what they contain.
  • Ibn Ashur on “Who is ever watching over every soul for what it has earned” (Surah Ar-Ra’d, 13:33): Ar-Raqib includes preservation, sustenance, and care.
  • Ibn al-Qayyim: “He is the Observer over thoughts and intentions, as well as actions by limbs and bodies.
